Umar'Khitalar

The Harbinger of Light

Umar'Khitalar is the only ruling state of the Ordini Primea plane. It controls over half of the realm, spreading its influence all across the land and dividing the people between the Seats who rule the country, the citizens ruled by the state and the exiled who oppose the country's government. As far as the White Sun shines, the control of Umar'Khitalar does not wane; only in its dark absence can the opressed and the rejected find or carve their own place.

 

The country of Umar'Khitalar was founded by the first followers of Tor-Mejusa, Aspect of Order and follow their teachings and uphold their values: order above all. After the followers learnt of the power of binding magic, they constructed the first spells and used the fake sun created by the Aspect of Order to manipulate the leylines of the plane. By doing so, they spread their power all over the lands, forcing every living being on the plane into obeying their structures and rules, to the great joy of their creator Aspect*.

 

Legislation

The laws of the state are enforced through the mana leylines of the plane that loop around the land and meet above the Capital, right between the Central Spire (which houses the country's Council) and the white artificial sun Ordinus, the never-moving body that bestows power to those who obey the law and saps the strength of all rebellious citizens. The gravitational pull of the star drags the leylines upwards towards it, forcing the mana to flow in elongated streams, as opposed to the normal circular pathway it would naturally take. The Council's headquarters were built right beneath this nexus (and later expanded to surround it completely) in order to have access to the streams of mana at any moment, and to encode the laws into mana patterns that would automatically spread across Ordini Primea.

 

The laws, rules and codes of conduct of Umar'Khitalar are written by the Council known as the Marble Seats, an organization that dictates which policies should the country follow, which should be rectified or abandoned, how to properly distribute the resources and so on. Every new law that is approved by this Council is directly converted into an enforcing-type spellcasting array and added to the Constitution, a dictionary of mana arrays that alters the leylines of Ordini Primea, directly broadcasting the effects of the spell to all beings inhabiting the plane.

 

Any beings that absorb mana from Ordini Primea's leylines will have all the restrictions of the plane automatically imposed upon their bodies and magic. Any attempt to break the laws will have an effect upon the criminal; the effects vary based on their distance from the Capital, as the mana is not evenly distributed. The Shadowlands that stretch on the other side of the plane (and which receive no light from the stationary celestial body) live with almost no restrictions, but with barely enough mana to live from one day to the next.

Public Agenda

Umar'Khitalar helps the people of Ordini Primea achieve their perfect lives through community and adherence to the rules. The state's laws are to be obeyed without question; everything in the world is bound by commands, and the world shall not make an exception: as leaves fall according to unseen laws, the citizens should fall in line and listen to their governors.

 

The end goal of the state is not to conquer, nor to develop and grow; it values stability and rigidity above everything else. Many policies that become law amendments prohibit or regulate methods of self-expression, from allowed clothes designs and permitted art topics to the number of children a family can have (and in some cases even their sex). By using these strict regulations, Umar'Khitalar is able to provide to its citizens a life of purpose, a place where they belong, a path to guaranteed happiness and success.


* Note that the Aspect of Order did not explicitly instruct their believers and followers to do these actions. Nevertheless, they are pleased with the developments of Ordini Primea, as they simply value the ideal of order, not the ways it is actually implemented.
