Elysia

The Holy City of Elysia is the capital of the country of the same name (see The Holy Kingdom of Elysia ).

Demographics

Mostly human although there are a large contingent of Elf, Dwarf, Halfling, and Gnome that live in the foreign quarter.

Government

At first, Elysia was ruled by the Hand of Ravi, the highest-ranking paladin of Church of Light and the High Watcher, the highest ranking priest or priestess of the Church of the Moon. As new religions entered the city each were allowed to have a representative in the government. The new religious leaders formed what is known as the Lower Council while the Hand of Ravi , and the High Priestess of Tsuki formed the head of the governement known as the Protectorate. Together the Lower Council and the Protectorate is known as the Pantheon.   With the construction of the outer wall, the Pantheon created another body of government called the Voice of Man formed of representatives of civic organizations and guilds. This body manages the day-to-day affairs of the kingdom with oversight of the Pantheon.   Although the Pantheon holds ultimate legislative power, they now just apporve and veto motions made by the Voice of Man.

History

During the War of the Ancients, the legendary city of Oro was destoryed by the armies of the dark. What was left of Oro's legendary Paladins of the Sun gathered to Elysia and asked for asylum. In exchange, the Sun Paladins would defend the followers of Tsuki for the remainder of the war.   After the War of the Ancients, the Paladins of the Sun continued to keep their covenant and hollowed out a fortress in the side of the mountain. Using the granite and ore removed, they built themselves a monument and temple of their own dedicated to Ravi the Sun God. They built the Sun Tower right next to the Moon Tower as a symbol of their commitment to protect and stand by the followers of Tsuki.   Ever since, the city has been a city of refuge where the downtrodden, the rejected, and the homeless may come for succor.
