Brotherhood in Arms
A criminal organization based out of Trade Council of Havere. They are the second-most powerful criminal organization in Havere behind The Black Heart. It is known that they claim the majority of the Northern Outer City as their territory and skirmish with the Black Heart in areas of the warehouse district to the Northeast.
As a calling card, they enjoy dismembering their victims.
