The Tetrarchy of Sheid
The Tetrarchy of Sheid is a union of 4 different cultures into one civilization: Atara elves, Amaxyn lizardfolk, Dunai Tlincali, and the Yuan-kai. The Dunai were the first settlers in the region, having been named after their affinity for the sand dunes of Shein. The Ashtari elves soon conquered the land in the name of their savage gods, enslaving the native Dunai; however, they were soon overthrown by the Dunai and their sympathizers, now known as the Atara. When the Amaxyn were pushed from their homeland by the Kalashtar, they fled South and many made their way to Shein. There they were slowly integrated into the fledgling country. There was racial tension between the Amaxyn and the other two races for a long time, until the most recent migration of culture into Sheid. The Yuan-kai had been banished from the Yuan-ti religion for their refusal of its tenets. They migrated en masse to the only culture they believed would except them, the people of Sheid. While the country did accept them, there were major suspicions among the citizenry that the Yuan-kai were simply Yuan-ti spies or still worshiped their evil gods. The government moved quickly to accommodate the new race, but there was not enough space or jobs, so most Yuan-kai live in poverty compared to the other races. The Yuan-kai also do not currently, nor have ever, have a representative in the central government of the Tetrarchy.
The government is running low on resources in the dunes, and the Iron hand (Krenys Ok) has been funding a military campaign to take control of the plentiful resources of the
Structure
The top of the chain of command are the 4 hands: the Iron Hand (military leader), The Silver Hand (diplomatic leader), The Stone Hand (public leader/infrastructure), and the Diamondhand (leader of science and arcane study). Whenever one of them wishes to pass a law, 2 of the other 3 have to agree.
Below the Hands are the Fingers. Each hand has 2 to 5 fingers, which help to manage the division and possibly control a subject of the division. For example, the Diamond hand has 3 fingers under her control. One of those fingers manages the study of Magic and science in relation to medicine. They can change and manage nearly anything under that roof of study, but still, report directly to the Diamond hand
Below that it gets even more convoluted. Each city in the Tetrarchy is run by 4 more individuals: The Watchmaster (roughly a lesser Iron hand), The Stonemster (roughly a lesser stone hand), The Lawmaster, and the Glyphmaster (roughly a lesser diamond hand). The Watchmaster keeps charge of the local police force (nicknamed blades for their use of double-bladed scimitars) and has to root out and purge corruption within the city. The Lawmaster (or an underling) is in charge of interpreting laws and judging those who break them, including one of the other masters of the city. The Stonemaster is in charge of maintaining and expanding the city's infrastructure and public property. Finally, the Glyphmaster is in charge of education within the city, as well as managing its libraries and other places of knowledge.
Culture
The Tetrarchy, being a union of four separate cultures, does not have a very unified culture. Something that all cultures within it share is a culture of acceptance of people, a desire for expansion, and a goal for each individual to become the best version of themselves possible in their lifetime.
Assets
The Tetrarchy of Sheid has a standing army of about 5,900 Iron Warden soldiers positioned on the borders and 3,200 blades stationed inside of cities. Blades are standard issued brigandine armor (chain shirts stat-wise), double-bladed scimitars, and javelins. Iron wardens are outfitted differently, with Splintmail in place of brigandine and an option between a double-bladed scimitar, scimitar+shield, or glaive. The Tetrarchy is known to use terrifying desert basilisk as beasts of war, removing huge amounts of enemy soldiers unaware of their supernatural gaze. For beasts of burden, the Tetrarchy has also been known to use Rhinos.
The Tetrarchy is not very wealthy, considering they settled in a wasteland-ish area. It is able to feed its people by growing food through magic. The Tetrarchy does however sit over the largest deposit of Diamonds in the (known) world.
