After the German revolution of 1918 he and his father were forced to abdication, and he later fled to the Netherlands as so did with his father and he remained there. Following the Kapp Putsch, Kapp established martial law restoring The German Empire. Many monarchists, within the new Kapp government, were reluctant to restore the exiled, Wilhelm II who was still in the Netherlands and so The German National People's Party secretly picked him instead without informing him or his father.

To them, Wilhelm, German Crown Prince, was seen as a reasonable alternative, believing he was less controversial and more moderate. Many thought restoring Wilhelm II might create a crisis, where France and Britain, would unite to declare war, already weakening them in their civil war against the Communist's.

By August, he returned to Germany, thanks to many House of Hohenzollern member's returning. Wilhelm was stunned when he was informed, that his father was under house arrest and with Wolfgang Kapp and The German National People's Party's choice to crown him Kaiser. He, reportedly, expressed sadness but understood the situation, and accepted his new role.

By September of 1920, Wilhelm was invited to Frankfurt, to be officially crowned Kaiser, taking the name, "Wilhelm III". In his first speech, he pledged to rebuild his father's vision for Germany's place under his son, however through peace.

During the civil war, he aimed to fix relationships with the Center and Center Left as he passed pardons for both The SDP and The Centre Party member's. After The German People's Party was banned, the Kaiser believed the martial law was going too far needed to end. However, Kapp would often reject his concern's unitl the end of the civil war.

When the Ceasefire in January 1922 was announced, leaving both Germany divided between both a Communist East The German Soviet Republic and a Monarchy West The German Empire. Resistance to the continuation of martial law remained strong, and it finally made Wolfgang Kapp give in to Wilhelm III requests. On February 1st, he lifted martial law and restored the empire's constitution. The facade democracy that existed before 1914 was now back in place.

Then, in March 1922, Kapp decided to call a snap election to secure another term as Chancellor and to show the German National People's Party strength. In the results, the German National People's Party won, keeping a majority in The Reichstag.

Upon the sudden death of Wolfgang Kapp in July 1922, who had died to cancer. The German Empire was the thrown into turmoil. Wilhelm III began calling on The German National People's Party to give him more powers to help the "Fatherland in times of need".

As a result, The German National People's Party choose Karl Helfferich, the Kaiser's favorite, as their successor to Kapp. Wilhelm further centralizing his influence within the government and army.
