The Decennial Council

The Decennial Council, or the Virosian Council, is the primary emissarial and inter-realm legislative body in The Virosian Realms. Made of four members each from each of the four realms, the Decennial Council meet every ten years. Members of the council are chosen by the existing rulership in their respective realm, and so while the fashion of their arrival is up to their home, they step onto a level playing field when they enter Aleryn.   While not the primary legislative body in any specific realm, this council is widely considered to be one of the most important political bodies in Virosian. Many simply call it the Virosian Council, as it is the primary entity that creates laws and obligations for all The Virosian Realms. As a result, historically there have been many times where the decisions made by a specific council meeting have lead to conflicts and even war.  

How It Works

The council meets once every ten years with the intent on addressing issues that were discussed in the five preceding Aleraen Forums. The most recent Aleraen Forum finishes a ten-day before they meet for the Decennial Council, and the council itself is five sessions. Each of these sessions can last anywhere from four to ten hours, though there is not set time, and it's been known that some discussions lead well into the night or even into the next day. Truly, the council meets for the entirety of those five days, finalizing their projected and discussed propositions into decisive votes that vary in rulings dependant on what exactly the nature of the law would be. How those members actually choose to spend that time is simply up to normal practices and decorum.   Most votes to actually enact law were laws that have been through the wringer of councils for some time. On the other hand, there have been many hastily written laws that were passed, and swiftly redacted or simply ignored in the Realms they would impact negatively thereafter. Enforcement is a primary concern when it comes to the validity of the council, and so it is seen that Akathia functions as what is functionally a neutral occupying military throughout the realms. Under threat of being collapsed on by three other nations, Akathia was given jurisdiction over Virosian Law in 912 A.C.R. as it was simply not being enforced enough to anyone's liking. In doing so, if there is ample evidence for a Virosian law being broken but not enforced by a given realm, Akathia becomes responsible for their enforcement. Though very rare, if other realms are to see Akathia abusing their position in this, other realms may choose to maintain a military unit within Akathian borders that upholds diplomatic immunity - so long as it pursues only affairs regarding a break in Virosian Law.

  • The right of inquisition; if a citizen of another realm has broken laws applying to the citizen of another realm, they may inquire themselves against the individual who wronged them. 7th Decennial Council
  • A five percent tariff by weight on all Mythral imported to Fjorlosia.10th Decennial Council
  • Manipulation of The Veil is outlawed within any and all city limits save practical cantripal or prestidigial use, Realm sanctioned use, and within academic institutions.27th Decennial Council

Notable Events

In 1345, Fjorlosia was overruled after exerting Executive Virosian Legislation. At the following party the next day at the Aleryn Decora, the eldest council member, an elf named Neremyn Oriqelle was murdered by Lorius Sedrin, a human and fellow council member. Though a murder for personal reasons in relation to the Smuggling Dilema, it was initially blamed on the dwarven council members, and rumors spread quickly that it was indeed the dwarves. It became apparent that the dwarves would happily accept the blame for this, stating outwardly that if they didn't, they'd wish they had, igniting tempers globally.
