A rite of ownership and belonging among the Nurbotu Scarfolk.

The mix of folks that came to seek shelter and settle within the natural sanctuary of the deep Nurbotu scar in Anvil had nothing but their names after fleeing their homes during the devastating eruption of Mt. Darvus. They had no coin, no food, and no proof of their existence.   Those who walked for days on end to reach the nearest cities were rejected at the gates for their lack of identity, and having to sneak around to steal provisions and not starve to death caused the Nurbotu Scarfolk to gain a negative reputation. Now, they live as an outcast society that are judged harshly by the outside world with toxic rumours and stereotypes.    

Fresh Start

Following such a traumatic uprooting, the Nurbotu scarfolk relish in their fresh start by leaving old traditions behind and embracing their self expression, equality, and new ways of life.   Their tight-knit community and sense of belonging is stubbornly strong, and after being rejected from so many major cities due to their lack of papers they decided to stand their ground and become the first settlement in Anvil to go against the norm by creating their own form of legally binding certificates of residence for all scarfolk.
This treasured document is proof and validation of each person's existence and legally binds a dwelling to an individual and allows for them to receive compensation and aid if anything were to befall them or their living space.    

Application

In order to apply for a certificate, a person must have lived and worked cooperatively among the scarfolk for one year to be granted a place to set up home and earn their certificate. It gives them time to become a full member of the community and get used to the drastic change of lifestyle compared to city-living.

I really love the sense of belonging this document gives, and also the fact that allows people to get compensation if their house is damaged.
