The Swarm's Manifesto - work in progess V0.1

1. Purpose: Making and publicly enforcing the best decisions for the best future for as many people as possible without neglecting nor compromising on minimal standards for the weakest among us.

2. Immune to sovereignty: The Swarm is an independent global construct owned by its contributing active members and therefore is outside any borders and therefore the legislation of any nation, beyond any legal body, beyond interest groups, and beyond the personal needs of egoist individuals. The Swarm, therefore, shall always be immune to sovereignty, and measures will be put in place and adapted to uphold this core principle uncompromised. On a technical level, The Swarm is a 100% decentralized autonomous organization (DAO) where contributions, voting, membership, weighting, and finances are handled through a decentralized ledger technology (blockchain).

3. Levels: Contributions for the global well-being are rated top level and therefore weighted highest. Lesser points are given when arguing in the obvious interest of lower levels such

  • a) a continent
  • b) a nation
  • c) a region or city
  • e) a corporation
  • f) for personal interests

4. No political parties: We consider political parties as no longer required and even harmful to bring a transparent, meritocratic decision-making process back to the people. Therefore, the Swarm does not accept any reference to political parties. We have “Subject Groups” instead.

5. Humanity first: We consider members as equal in terms of contributing and acting as human beings first, independent from gender, age, orientation, religion, color, origin, political membership, etc., and therefore we do not allow any contributions defending or supporting non-inclusive differentiation, finger-pointing, political movements, and labeling.

6. No Interest Groups and Echo Chambers: All attempts to contribute primarily for the advertisement of an interest group and for getting heard by promoting those who cannot think and contribute by themselves will be cancelled. Of course, everybody is invited to express their personal preferences and the interests of minorities, political parties etc.. The difference is that you have to do argue and to defend and support certain values as an individual and must not refer to such groups. So, all contributions and votes are taken on a purely argumentative, fact-based, and logical level, regardless of your personal interests, feelings, support, hate, and other emotions towards a topic. This is to avoid echo chambers and everything that has stalled the Internet's original free spirit when it became dominated by specific, social media-based interest groups.

7. Legal Body: To comply with national legal requirements The Swarm is represented by a President who is guided by the Executive Board which consists of 7 swarm-vote-elected, permanent members representing The Swarm's 7 core subjects: Finance, Security, Economy, Collaboration & Communication, Energy, Society, and Rules. Among those 7, every year a different member is elected as the Swarm's CEO to comply with real-world legal entities and global accounting standards.

8. The Core: Both, the President and the Board are reporting to the "Core" which is composed of swarm-adhoc-elected, exceptional individuals with subject leader status from all walks of life. In its entirety, the Core constitutes the sovereign with unlimited veto -rights to enforce The Swarm's mission and values and to oversee the President's, the Board's and the Swarm's internal work in promoting and providing true global, human-first citizenship.

9. Unhindered Access: Unhindered access to The Swarm is essential to freedom, equality, global understanding, and peace. We assert that intellectual freedom is the right of every individual both to hold and express opinions and to seek and receive information; it is the basis of democracy; and it is at the core of making the best good faith decision upon a humanity first approach. Freedom of access The Swarm's information, regardless of medium and frontiers, is a central responsibility of the President, the board and supervising Core. Barriers to the flow of information should be removed, especially those that promote inequality, poverty, and despair.

10: Political Impact: The Swarm on its own will never impose its findings on national or local elections and votings. However, The Swarm encourages its members to use and support The Swaram as THE opinion-building platform to go, and to take such recommendations as serious, well-thought-out, meritocratic expressions towards the primary benefit of humanity and its endangered future. We never will hinder anybody from having a different opinion than The Swarm's recommendation. However, we encourage you to discuss such differences within the rules of our platform rather than on still-prevailing, megacorp-owned, and political interest- and money-driven (social) media.

11: Change to this Manifesto. When in doubt, any change to this manifesto should be avoided because of the strong support by the current members. However, as the world is changing, we are open to change as well, and therefore the DAO has built in change request procedures. Those request that will be supervised and finally given into the voting machinery by the Board. Explanations and examples, training and practical advice for day-to-day contributions, and legal clarifications can be found in the Swarm as content the Board has marked as “official guidance” and are summarized in the “Addons to the Swarm Manifesto”.
