The "Normal" is inside, "Reality" outside the wall
When Brittany, a peninsula, historical country, and cultural area in the west of modern France, decided to split off from the European continent and build its BritWall to protect itself against the virus and refugees, this didn't come unexpectedly.
Covering once the western part of what was known as Armorica in Roman Gaul, becoming an independent kingdom and then a duchy before being united with the Kingdom of France in 1532 as a province governed as a separate nation, Brittany has a long track record of the Breton people's unbeaten hunger for freedom and retention of a distinct cultural identity, language, and economic independence that reflects their sometimes hard, but always authentic history.
With meters-thick WW2 bunkers along its coast and especially Lorient's German submarine naval base which still today stands as one of the world's largest, indestructible, massive icons for the brute force of iron-concrete dominance when resisting against foreign attacks of any kind, "walls" never became extinct in a Breton's mind.
Of course it might seem ironic when concrete is used to protect against the concrete virus. And when the Bretons really would have had an alternative, they certainly would have chosen otherwise.
However, constructing the wall the classic way with iron-concrete at its core and only covering its surface with natural stones, and only temporarily with wood, plastic, glass, or whatever was found at hand, made the construction fast and effective. Where other nations were still debating, Brittany had closed its door: first by destroying all bridges and then the remaining incoming streets, they made sure that the virus could not take the land route and could focus on the construction of the wall to protect from the outside, the elimination of graffiti on the inside, and finally cutting off isolated locations should the virus still start to spread again.
The longer the crisis, the higher and the more armed the wall has got to defend it not only against the virus alone, but increasingly against the millions of refugees trying to get in, which finally in the total closing of all landside entries and reducing Brittany's access to sea and air throught heavily secured air- and seaports.
Finally the same technology and motivation has build the wall on the sea-side to protect against the ever mounting sea-levels so that after only 9 years, all Brittany got protected by an all-embracing wall that got augmented and weaponized ever since then to make all Brittany an impenetrable fortress the world has never seen and made Brittany to the third, after Island and the Swiss Refugio, European self-sustainable safe-zone cumulating all the wealth, knowledge and political power none of European's nation ever had nor the laughable EU had claimed to have.
