Whitewater
The Free City of Whitewater has long remained a beacon in a dark world of corporate control. For centuries Whitewater has managed to remain neutral in a world of violent takeovers, either from the old monarchies grasping onto power or the rise of global corporations buying their own armies. The flag of Whitewater is a blue field with a skywhale and the two suns in the corner.
One of the few city-states on Ulaan that has a democratically elected city council called The Trade Union. The city is divided into districts with their own trade or craft, where generations of workers have lived and thrived. The council is run by the heads of each craftsman guild who are voted into power by their district's citizens. All of these trades, from the great shipyards to the demonically fueled furnaces to the pristine workshops of alchemists, need raw materials to operate. Due to its location on the Gilded Strait, it makes it a perfect trading port.
The people who call Whitewater home are very proud of their independence from corporate control or the divine right of kings, and Whitewater is seen as a bastion of civil liberties and social change. All of the trades within the city are controlled by unions that redistribute the massive wealth generated by the city back to its people through a strict tax system. This prevents one trade from becoming too powerful, or any one person to bend the Trade Union to their will. This worker-focused society was founded by the original Trade Union 450 years ago. It is named Whitewater because the Trade Union viewed themselves as rocks creating turbulence in a rushing river. No matter how hard the river pushes, the rock will not move.
Of course, this communist state isn't without its own set of problems. In the last century, the rise of global trade has made Whitewater incredibly wealthy. This has led to some corruption among some of the members of the Trades. Another ever-looming issue is the possibility of annexation by one of the greater powers on the planet, like the Granduo Guild Confederation or The Orcish Houses. Whitewater has a small naval force with the peak of military technology (made in house of course) but they would be no match for a true army.
Many view the catalyst for the First Corporate War is the Whitewater Revolution, where they forcefully repelled the military of the Granduo Guild Confedation, leading to a power struggle in the region.
With The Second Corporate War coming to a close and seeing Tectonia fall to the GGC, the people of Whitewater are becoming a little uneasy about the future.
