As it's name implies, this is where the garage and refuse of the city gets dumped, along with where the ocean current dumps trash from other islands along the shore. The southern peninsula of the island is all garbage caught on underwater rocks; there is no land above the water line despite looking to the contrary. Packs in the south are the most varied, and the largest consentration of Degenerate Packs on the island. Many here are poor, undereducated, and have been run out of their familiy packs for undesirable traits. They also screw to the younger side, most of the populaton under 30 and dying young.
