It is civil war! Negotiations among the people of the Pirate Isles have ceased and formal war has been declared. The once loose confederation of clans has been dissolved in favor of more legitimate forms of government. The Vaanite Democratic State and the Karsunite Republic, both former clans were the ones left standing when the smoke cleared; both with differing views on how people should be ruled.   The Vaanites are a passive merchant clan who advocate for free trade, no matter the product. Their trade deals and skill in diplomacy amassed the support of the eastern and southern coasts; including foreign entities such as the Holy Lesalian Empire and various Norsemen clans. They created a military mostly composed of mercenaries and foreign volunteers (Vaanite Foreign Legion). Yet even with their superior diplomatic strength and strong allies, they faced heavy opposition.   The Karsunite Republic is an aggressive expansionist power intent on settling colonies on foreign soil. This has earned them the disdain of the Lesalians. Their policies on Norsemen have been all but friendly as well. The Karsunite council has put sanctions on trade between nations and have declared a cleansing (genocide) of the Norsemen. Their raids on supply convoys have proven very successful, despite war between 3 different nations. Even with their many enemies, the Karsunites have one of the most disciplined and well trained militaries the modern world has ever seen. If left unchallenged, their plans for an empire spanning across the world may prove to be a reality.   After three long years, the war is at a stalemate. Both sides have suffered heavy losses and weariness is starting to settle in. Necrophages (flesh eating undead) have begun to rise from the battlefields; and plague has begun infecting border towns, even threatening major cities. There has been sightings of a strange red and sometimes green mist enveloping large masses of people; causing them to become violent, mutated, monstrosities of their former selves. Deadly storms have ravaged the seas and coasts, causing widespread devastation and putting delays on the arrival of supplies and trade goods.   Unbeknownst to the warring kingdoms, an ancient and sinister evil lurks behind the scenes, threatening to put the whole world in jeopardy. The war is but a footnote to a much larger, quickly approaching danger. A Savage Tide that only the PCs will see coming. . . .
